Bid teams invariably struggle with how and where to evidence their claims within a written proposal, particularly as mandated response structures rarely allow for these to be referenced sufficiently. Where can the evidence points be placed so as to be seen by all of the evaluators (and therefore markable)?
This is a frustration that is also felt by evaluation teams; they can interpret your repeated value claims as simply “marketing speak” if they are unable to find evidence that supports the claim.
One technique, enabled by Concurrence, provides recipients with the ability to navigate your submission in the way that best suites their individual requirements and evaluation of your offer, whilst still allowing you to maintain a compliant response structure.
Concurrence allows you to create multiple routes to navigate the same documents. This is achieved through the skilful use of the Concurrence “bookmarking” feature to identify points within the document structure (in this instance being statements of “supporting evidence”), wherever they may be in the entire submission structure, and group these relevant points together with the claim being made.
This technique enables different parts of the evaluation team to navigate the bid in the way that suits them best – whilst still providing the mandated response structure (where required).
